A campaign is ready to scale when three conditions hold at once: conversion is stable across enough volume that removing the best week does not move the average; the organisation can absorb more enquiries without response time degrading; and the economics still work at the proposed spending tier rather than the current one. A strong period satisfies none of these on its own. Where all three hold, scale in single readable steps with the reversal criterion written down in advance.
